I used the enclosure for the first time last night - no issues, everything was working fine. This morning I turned it on and the PSU fan maxed out on boot (as usual) but stayed at max speed. I have turned off/on unplugged/plugged in, connected computers to it - the PSU fan will not slow down. I went away for a while and it stayed at max speed for about 30 minutes. Is there some kind of reset I need to do?

This was answered a while back in a Reddit forum post - it is working as intended, as the GPU firmware tells the fan to do that when the computer boots. I'm not sure why it doeesn't ramp back down on its own, but it does slow to an idle rate of speed (around 800 rpm) when plugged into the TB port of a powered computer.
